County Council Passes Mandatory Paid Sick Leave Legislation
 
Last Tuesday, the Montgomery County Councils passed, by unanimous vote, Bill 60-14 mandating that employers provide paid sick leave, earned at a rate of one hour per every 30 hours worked, to all employees who work more than 8 hours per week.  GSSCC, along with other business organizations, worked very hard to get through several amendments that will make the requirement less burdensome for businesses owners.  They include:
  • Postponing the effective date by one year until October 1, 2016
  • Assuring that no compensation is required for unused leave when an employee leaves an employer
  • Allowing for electronic notification of leave earned and used, instead of requiring it on the pay stub
  • Modifications of the carry-over provision
  • Some consideration for very small businesses
  • Clarification for companies that already meet the requirements with Paid Time Off (PTO)
GSSCC's next task will be to make sure there is a proactive communication strategy from County Government to inform business owners of what is needed to comply with this new requirement.
